Pelajar tidak perlu menghuraikan atau menjelaskan bahan rujukan yang dirujuk. Setelah kesemua bahan rujukan ini dikumpul barulah beberapa artikel berkaitan OSH in Public Sector/KKP di Sektor Awam akan dihasilkan secara tugasan berkumpulan.

Bagaimanapun pelajar tidak digalakkan menggunakan rujukan dari laman Wiki atau online dictionary. Bahan rujukan yang telah dirujuk tidak boleh dirujuk semula oleh pelajar lain. Senarai pelajar yang telah menghantar bahan rujukan masing-masing akan disiarkan dalam blog ini bersertakan tarikh penghantaran.

Boleh rujuk saya semula semasa dalam kelas Ahad ini jika masih kurang faham.

OSH AT THE PUBLIC SECTOR

OSHA and Public Sector

The philosophy and guiding principles of Occupational Safety and Health 1994 Act (OSHA 94) is responsibilities to ensure safety and health at the workplace lies on those who create the risk and those who work with the risk.

The objectives of the Act is; (1) to secure the safety and health of person at work; (2) to protect persons at work other than employees; (3) to promote an appropriate and suitable environment for persons at work (physiological & psychological needs); and (4) to enable previous legislation to be replaced by regulations and approved industry codes of practice operating in combination with OSHA 1994 in order to enhance safety and health.

The scope of the Act was persons at work in all economics activities including public and statutory authorities as per First Schedule of this Act, except on board ships the armed forces.

OSH Issues in the Public Sector

Although most work in the public services falls under the heading of office work, which does not involve high risks, a series of ergonomic studies has revealed a direct relationship between working conditions and worker performance, as well as certain health problems, mainly affecting the musculoskeletal system. Parameters of particular importance for office working conditions are desk and chair design, lighting, ambient temperature, ventilation and air quality, workplace arrangement (physical planning), work organisation and fire-risk provision.

With increased use of computers in office work, some of the above factors (eg lighting) have become even more vitally important, and new factors have been added, such as the characteristics of computer monitors and keyboards, user training, user/computer interface design, form and features of user/computer interaction, and user support.

Most workstations and workplaces in the public sector have been designed without taking account of the proper specifications for the above parameters, resulting in working conditions that are far from satisfactory.

Workers' lack of awareness of certain risks they are facing, and their lack of training in ways to eliminate or avoid such risks are serious obstacles to improved health and safety at work.

Apart from office jobs, which constitute the majority, there are other jobs that present different types of high risk. They include building maintenance (M&E), waste collection, gardening and landscaping, some jobs in the healthcare sector and other jobs for which, as a whole, improvement of working conditions and workers' health and safety problems have not been dealt with in a systematic way. Complicating efforts in this direction are the bonuses paid to workers in jobs hazardous to their health and safety and financial incentives to attract or keep workers in high-risk jobs; these often act as inhibitors to improving working conditions and eliminating risks.

A final important finding is that the public servants' circular (surat perkeliling) contains no concept of occupational accident or illness. Therefore, occupational accidents and illnesses are treated as ordinary illnesses, and as a result in such cases victims cannot obtain the special treatment necessary for their recovery, which is provided for in relevant legislation. On the other hand, no record is kept of occupational accidents and illnesses among public servants. Such a record would be a good indicator of the impacts of working conditions in the public sector, and would at the same time allow for evaluation of interventions and monitoring of the measures taken to reduce risk.

Fatal Accident - Hand Grinder



Subject: Fatal Accident on RapidKL Depot Expansion Project adjacent to SCOMI Bombardier compound

Details of accident

Visited the incident site today and managed to gather some information from RKL personnel on the incident, listed below is what caused the above fatal accident:-
The worker was trying to open a man hole steel cover that is located at the accident site, As they did not have the right tool to open the steel cover, they tried opening it with other tools but failed to open it and also damaged the slot used to insert the actual tool to open it, the worker finally decided to cut the manhole steel cover using a hand grinder.

They initially tried cutting it with the normal 6 inch disc but it did not work, so finally the worker decided to try and use a 12 inch disc (still under investigation who actually gave this instruction?) although the report states the supervisor was present at site. As the 12 inch disc could not fit into the hand grinder as the protective guard only allows the right size disc to be fitted on it, he decided to remove the guard to allow a 12 inch disc to be fitted onto the hand grinder.

Once the 12 inch disc was fitted onto the grinder (not sure how it was done, still being investigated) the worker started cutting the manhole steel cover which approximately has a thickness of 0.5 to 1cm. He managed to cut through to a length 3/4 of the cover's diameter, all of a sudden most probably, due to long duration and extreme force applied or the quality and durability of the disc that was being used cracked and struck his face and threw him to the ground.

A portion of the broken disc was lodged on his right temple till his right chin killing him 15 minutes after its occurrence.

This above fatal accident could been avoided if the work had been closely supervised, the right tool used, proper PPE, had the hazard been identified, assessed and the control measures disseminated to all the employees before work is commenced at site.

We will come up with a some guidelines on usage power tools, will distribute it to all concerned accordingly ASAP. In the meantime please discuss or retrain your staff during the morning brief or tool box talk, especially those work that requires usage of power tools to prevent any untoward incident.

Chapter rujukan berkenaan subjek boleh dirujuk dalam silibus. Bagaimanapun nombor chapter rujukan ini tidak sama dengan buku edisi ke 5 dan sebelumnya. Ada juga chapter yang dirujuk dalam silibus ini tiada dalam edisi ke 5 dan sebelumnya.

Edisi terbaru buku Goestsh ini ialah Edisi ke 7 (2011) seperti gambar di bawah. Nombor rujukan chapter dalam silibus ini masih sama.

SALAM PENGENALAN




SALAM PENGENALAN

Assalam, Salam 1 Malaysia dan Salam Sejahtera kepada semua pelajar Group B.

Pada Semester 2, Semester Februari 2011/2012 ini, saya mengajar subjek BSMH3183 Pengurusan Keselamatan dan Kesihatan Pekerjaan II untuk Group B.

Untuk makluman, semenjak menyertai UUM sebagai ahli akademik pada tahun 2007, inilah kali pertama saya mengajar pelajar Undergraduate. Sebelum ini saya hanya mengajar pelajar Postgraduate dalam beberapa subjek OSH untuk program Msc. OSH Management di Kuala Lumpur, Prai dan Miri.

Sebelum menyertai UUM, saya adalah pengamal OSH (pratictioner) selama hampir 20 tahun. Antara jawatan dan organisasi yang saya pernah jawat dan sertai ialah;

1. Facilities/Safety, Health & Health Manager di Tasek Cement Ipoh (2006-2007);
2. Facilities/Environment, Health & Safety Senior Engineer di Celestica (M) Sdn Bhd Kulim Hi-tech Park (2004-2006);
3. Industrial Engineering/Environment, Safety & Health Engineer di Silverstone Berhad Taiping (1990-2004)

Saya berkelulusan B.Engr. (Hons), Mechanical Engineering dari USM dan M. Industrial Safety Management dari UKM. Sekarang saya sedang mengikuti secara sambilan program PhD di UKM.

Saya juga adalah seorang pegawai berdaftar dengan DOSH (Department of Occupational Safety and Health) sebagai Safety and Health Officer (SHO) dan berdaftar dengan AELB (Atomic Energy Licensing Board) sebagai Radiation Protection Officer (RPO). SHO dan RPO adalah dua jawatan yang diwajibkan mengikut perundangan sedia ada kepada organisasi yang berkenaan.

BLOG BSMH3183

Blog BSMH2183 ini adalah khusus untuk pelajar Group B dengan bermatlamatkan “paperless environment” dan sebagai sumber rujukan. Insya-Allah saya akan memastikan semua bahan pembelajaran untuk subjek BSMH3183 dimuatkan dalam blog ini. Blog ini akan cuba dikemaskini sekerap mungkin dan terdapat ruangan column yang masih dalam proses pembinaan.

Semoga blog dapat dimanfaatkan semua pelajar.
